RESEARCH METHODOLOGY
Research Design
This study will use the descriptive method utilizing questionnaire. The following flow of research show the input, process and expected output. The main problem of the study is the Knowledge of  Barangay Police Security Officer about rules in arrest  in Lapulapu City.
To obtain the answer to the questionnaire pose in the problem, the research uses the survey questionnaire.
Figure shows the flow of researchw particularly the input, process and output.

Research Environment
          Lapu-Lapu City is a first class highly-urbanized city in the province of Cebu in the Philippines. The city occupies most of Mactan Island, a few kilometre off the main island of Cebu and also covers the area of Olango Island further to the southeast region, plus a few other islands. It is part of the Cebu Metropolitan Area which is located in Cebu City. According to the 2007 census, it has a population of about 292,530 people. 



Research Respondent
            The respondents of this study are consisting of the Barangay Peacekeeping Action . They are select in using the random sampling method. The total population and its percentage in the table presented below.

Research Instrument
             A survey questionnaire consisting in two parts are prepared by the researcher and distribute to the selected respondents. The researcher will use a guide question paper that contains the profile of the respondents in terms of gender, age, and length of service.
Research Procedures
This study clarifies as the data gathering steps and time schedules on how to conduct the study that the researcher would obtain it
Gathering of Data
          The researcher distribute the questionnaire to the selected respondents and to able to explain the purpose of the study and entertain some questions from the respondents. The respondents require answering the questionnaire in a shorter time and also their suggestion is very important as a basis for recommendation.
Treatment of Data
          The responses to the questionnaire are tallied and tabulate, the frequencies and percentage of responses to questionnaire are mean to determine the Knowledge of Barangay Police Security Officer about rules on arrest.
DEFINITION OF TERMS
              For the purpose of this study, the following terms are hereby defined:
Arrest- is the taking of a person into custody in order that he may be bound to answer for the commission of an offense.
BARANGAY  - is the smallest administrative division in the Philippines and is the native Filipino term for a village, district or ward. In colloquial usage, the term often refers to an inner city neighbourhood, a suburb or a suburban neighborhood.
Community- a group of people living in the same locality and under the same government. The district or locality in which such a group lives.
Knowledge  - awareness or familiarity gained by experience of a fact or situation.
Public - a group of people sharing a common interest  of.  pertaining to, or affecting a population or a community as a whole
Rules  - one of a set of explicit or understood regulations or principles governing conduct within a particular activity or sphere.
Safety  -  the condition of being protected from or unlikely to cause danger, risk, or injury.
